Where are the rules for this under 4 effort? Do you need to play consistently less than 4 for 10 matches (or some similar figure) or is it only the mean under 4?

Under 4 for 10 matches in a row is an outstanding achievement if that is what the aim is. A mean less than 4 is a great achievement too, however it is nowhere near as difficult for our elite players as the former requirement is I'm sure.

As for the other matter of playing the opponent not the PR then are we not talking about the same moves and actions being conducted in both scenarios 99%+ of the time? Surely if you are trying to play the best possible moves for PR reasons then you are also trying (by default) to win each tournament match against an opponent. This doesn't seem much of a problem to me.
