are we not talking about the same moves and actions being conducted in both scenarios 99%+ of the time?

Do you think so? Maybe for minor decisions, where there isn't a lot at stake, players won't bother to adjust. But for major decisions, when playing against a clearly weaker player, I would have thought there would be many situations you'd play the player rather than the PR.

When you play a weaker player, your chances in the game are different than what the bot sees. The effective match equity table is different too.
