What if illegal moves were a capital crime?

I agree that moving the checkers to a "temporary position" when a move is undecided is a step in the right direction.
I can't help but feel that illegal moves/errors tend to occur more when speed and time constraints are a factor. I'm curious if TD's and players feel this issue is a bigger one in the Open division as opposed to the Advanced/Intermediate division. When I watch streamed matches, it seems that players take pride in moving their pieces quickly over several points (especially doubles) with speed that would put a Three-card Monte player to shame.
Would it really be so terrible if moves were slowed down? I think you would see similar problems in Chess if players moved their pieces as quickly as many backgammon players do. Many may object but if the delay was increased to 15 sec. rather than the current 12 sec. I believe players wouldn't feel the pressure to move so quickly. IMO the use of clocks should promote deliberate play rather than create a "beat the clock" mentality.
