Anyone with a smart phone has access to a clock.

This is true but I had one match this weekend where Player A had a nice-sized tablet (iPad maybe, I don't know for sure) with a clock app, and Player B, who didn't have a clock, refused to use it. This was in the Open division which was Clocks Required.

Now I could have demanded that it be used but I did carry a small inventory of physical clocks and one was available so I provided a physical clock for their match.

Since many people on this site love to speculate on the most improbable of occurrences, I'll speculate that it would be much easier for a bad actor to introduce a malevolent SmartPhone app than a malevolent physical clock. It would be just a simple matter of programming to make one side's clock go faster, or slower, than is legitimate, and to program some sort of gesture that would trigger this depending on which way the clock is oriented.

I did not always enforce it, but for this tournament I charged a one-time fee of $5 for any player in a clocks required event who needed a clock for his match. If I do another tournament the fee will be higher, perhaps $10.

My algorithm included that a player could refuse to play with a smartphone or tablet clock but would then be required to pay the fee.
