To me the solution is obvious. Most players nowadays start playing competitive backgammon online (at least where I come from... :)). The are obviously no penalties for illegal moves in online play, so if you want to maximise the number of newcomers (thus maximising $$$), there should be no penalties in live tournaments either.

OK, some of the Giants will feel annoyed that their opps play illegal moves and they have to watch them. Who cares? Giants will keep coming to tournaments anyway because for them it's EV+.

Of course I assume that illegal plays are made by accident - if any player is suspected of making illegal moves on purpose, they should be watched closely, and if proven, heavily penalised for unfair behavior. In such extreme cases the decision should be made by TD or some other ruling body, no special rule set is needed for that.
