They are, there's no codified rule set that TD's have to use, all they have to do is write a blurb in the registration form about whatever rules and penalties the want to implement and then possibly have a a copy available for review (the latter may be a bit of a stretch).

BG tourneys are still in the dark ages, there's no regulatory body the have to conform to...it's like the wild west or commercial mortgage underwriting for loans under 1 million, they can just do what they want.
