Starting down a couple of points in a single 11-pointer is nowhere near as bad as having to win twice, if the second-chance player is the stronger player.

Having to settle for playing just a single match with no spot, instead of having the player who already lost once, have to win twice, is worse for the stronger play if he's the undefeated one.

I'm gathering that you prefer a single match with no spot. There's a case for it, but it's not true double elimination if the undefeated player will have no opportunity to do what the second-chance player can do: win the tournament after having a single loss. If that becomes the norm, that's fine as long as it's stated up front when we sign in to the event--but we need to call it something else. It's not "double elimination" if that is how the winner will be decided.
