Yes. It's how these brackets work. If you look at them, you can see that for every round in the main except the first, there are two corresponding same size rounds in the loser's bracket, the second of which has no new player's coming in. A player who loses in the final of the main bracket could come out of the loser's bracket with the same number of wins as the main bracket winner.
OTOH, in a 32 player bracket (which Ohio would have used with 25 players), if you lost in the first round, you would have to win *3* more games than the main bracket winner just to get to the final. So bill would have had to win 8 matches in a row if he'd lost the first match, just to get to the final.
I've always felt that a double elimination tournament should have two matches at the end because otherwise, it's not actually a double elimination tournament.
But looking at this carefully, and reading about TomK's simulation have convinced me that having the single final is probably fairer and more likely to award the win to the best player in general, especially in the situation of backgammon, where there is luck in the results, and no seeding of players.
In a pure skill game with seeding, something like Swiss or McMahon seems vastly superior anyway.
That said, there ought to be some other name for it. Calling it double elimination just seems wrong when it's possible to lose only once and be eliminated.
