The preventing of illegal resetting is not the only reason (for touch move). It is not even the primary reason.
Some of your comments suggest that you might not have read my post carefully. For example, you can always pre-nullify a touch by saying "I adjust," and otherwise if you touch a checker inadvertently (see examples in my post) it is irrelevant/negated. [I think it's rather obvious when a touch is inadvertent and if not then give the touching player the benefit of the doubt.]
Do you really think my touch move rules are more complex than your movement rules? :)
From your wording, it is unclear to me at what moment you are committed to moving a checker, say 24/14. Is it at the moment that it touches the 14pt triangle, or is it at the moment the player lets go of the checker? If the former, there is both a possible goal-line issue and a hovering issue. If the latter, a player can make the entire 24/14 move (all the while touching the checker) and take it back and then change his mind and make a totally different move (e.g., 13/3*, pushing the hit checker off the point and looking), then take the second move back as well and make a third move (e.g., 8/2 6/2).
Imagine that the movement rule is applied to chess. Player A can touch or lift any or all of his own pieces and/or Player B's pieces (one by one) as many times as he wants, hover them just above (or place them onto?) various squares and as long as he never lets go he is still free to ultimately choose any move he likes.
That said, I appreciate your thoughtful efforts. Like the touch move rule, in practice I'm pretty sure the movement rule would prevent most of the annoying concentration-breaking back-and-forth shuffling and having to stare at position(s) that might end up being moot for indefinite periods of time. I prefer the "cleaner" touch move rule, but I believe that either rule would achieve my main objective.
