Touch Move rule, wording Leo's first edit

There seems to be quite a difference of opinion regarding a player's rights, for lack of a better word, when it is the opponent's turn to move.

One group of players says, "Look, I want that time to clear my head, and I shouldn't have to focus on monitoring my opponent's checker-shuffling, so don't let him do it."

Your position, I think, goes even further, and says, "I want the same right to focus on the position during my opponent's turn as I do during my turn, so he shouldn't do anything at all that could distract me."

Personally, I think common sense should always prevail, but what some of you are asking for seems a lot like sitting down at the poker table with someone who has a little card telling him the ranking of the hands, and demanding that he not use the card. If I'm playing against someone who can only count the pips out loud and on his fingers, God bless him, I want that opponent every round no matter how distracting it is.
