No, I haven't tested it. I'm not even saying it exists. I'm simply saying it might exist. And if it does exist then points per event captures it and elo doesn't (well, elo would be affected, though to a lesser degree).

Points per event captures intangibles that elo might not. Notice, I said "might".

So, if European data is easily enough mined then points per event (or some equivalent) is best used with his existing system for consistency sake. Otherwise ELO could be a stand in.
