Proposed Ranking System -Update

I know this is may be hard right now but.. There must be a way to eventually update the "5 years" to the last running 5 years by the month or so. As it stands now it seems to heavily favor winning say the NY metro in January and disfavor say Los Angeles in December. Each tournement could have a date or simple a month like 1 to 60. The first group 1-12 is year one, the last 49-60 etc.. The tourneys would then expire as they pass.
