I don't see how this is even slightly relevant.

Regardless of whatever you may think of Bill as a person or a player, it has nothing to do with his organizational and leadership abilities.

As for your other point, I can't speak for other sports/games, but chess (FIDE and USCF) has a long history of less-skilled players organizing and heading their organizations. I'm not sure a grandmaster has ever been the president of USCF, and it has been around for 75 years, with new presidents every 3 years.
