When you rate everything even on a local club level, it is only a matter of time (enough matches played) before most players get an appropriate rating which matches his/her skill. At that point of time it doesn't matter that an intermediate plays an expert because this is already accounted for in the players rating. This is how it is done in Denmark etc. The issues you are talking about (sideevent, mixed bag of players) simply isn't relevant.
