Most of the match files were selected from large data bases from online/live national/international tournaments like (EBIF, croatia/turkey national tournaments, and ...) held in different dates and got from players with large collection of different match files where players with random levels played with other players with random levels. The good PRs in the data table does not necessarily mean that the player is a best player, he could have been a normal 8PR player playing a given match in WC level and so on for the rest of the levels. I do not see any reason for being a tendency in such a large data table having been selected like that. Plus, if there's been a tendency in a couple of data points as you mentioned, it would have been canceled out with the other replicates considered for a given cell.
