It doesn't look so clear to me. The section on premature action seems to only cover picking up the dice before the opponent has completed a checker play. It doesn't say anything about rolling the dice before the opponent has completed a cube action.

Furthermore, there's nothing explicitly said about when a cube action has been completed. It says only that the player who is passing must stop the game clock. It doesn't say that the turn doesn't end until after the game clock is stopped. The rules as written are not inconsistent with the interpretation that a cube action is completed after the player says, "I pass."
