"Carter" and "understating" is an oxymoron. Even if I noticed it, I would not believe what I saw.
I am truly shocked, by the way, that Victor would do such a disgusting thing, and frankly, I don't believe it. If there ever was a Giant who is an honest, appropriate, kind gentleman, Victor is it. I would trust him completely, and I have in the past. There is no way he would claim a victory that he didn't deserve.
Only a low-down disgusting little rat would try something like that, whether rules specifically allowed it or not. That's not Victor.
So before really condemning someone, find out who heard him shush someone and talk to the other player and any other witnesses, and get the fact. People should not be tried on hearsay and rumor. A lot of what we can infer about a person is based on their history and reputation. Victor's in impeccable and no one would ever believe he would do such a thing. So if it was someone else, see what their reputation is like...how have they acted in the past? That, along with direct testimony of those who say and heard what happened, should help determine guilt.
And if there is clear reason to believe intentional cheating, or poor sportsmanship if the actor claims he thought it was ethical, then at least ban punish the guy by banning him from tournaments for 6 months, and since we have no international ruling body, send a notice to every Federation and tournament organizer and director and ask them to please cooperate to help clean up the game and send a message to all that cheating and nasty sportsmanship will not be tolerated.
