General consensus seems to be critical of B. Sure he may have tried it on, but he also may have honestly believed he had won the match, which A had clearly reinforced if not triggered by conceding.
A could not have known at the time that the match was not over, because he would have been prompted to act when B left the table to register a win. Also, no evidence or suspicion of collusion, and A cannot be penalised for breaching the rules by improperly conceding, because worst way he is deemed to have lost.
Would be interesting to know if there were any kibbitzers at the death, and what their reactions were.
The last tourney I attended must be the wrong side of a decade ago, but I understood even at that time - briefly, with or without rules - that the winning player (or the person reporting a result) should produce evidence in the form of a score sheet. If this is the case, any competent TD or assistant would pick up on an illegal score.
