Just to play devil's advocate, I don't think this (or similar situations) is as clear cut as many are making it out to be.
1. B may not have realized at the time he accepted the concession that he did not have enough points to win the match.
2. Even if he knew he was short of points to win, B may have believed that A sincerely intended to resign and that the resignation was valid.
3. At a certain point resignations (even if not legal) are irrevocable -- and the rules don't spell out what that point is. (We can assume it is sometime before the prizes are awarded and everyone has gone home.)
4. It is never wrong to ask the TD what the rule is about something. It doesn't mean you are trying to "take a shot." It just means you want to play by the same rules that everyone else is playing by.
Yes, it would have been better if B had simply pointed out to A that the match wasn't over. But the players got to the same result in the end, so no big deal.
