That would be a start, certainly. But having close decisions, and more opportunities to err, doesn't necessarily mean having a tough game to play. A long race, for example, has a ton of close decisions, but even if the human errs every move and throws away 0.002 EMG each time, it's not going to be a big deal.
The ideal bot would get most of its mileage not from close decisions, but from decisions that were not close in terms of equity yet would not look obvious to the human, who would then be at great risk of whoppering.
Of course, some decisions that aren't close are also obvious to humans. This shows that it's not enough to classify decisions according to how close they are. One must also develop a good model of the human player's decision-making process. The model must also be flexible enough to accommodate different types of human playing styles, so that it can be tuned to exploit individual weaknesses.
