Sorry, but I don't think a clock penalty for an illegal move is a practical idea. First, if someone has lots of time, it's not much of a penalty; second, if you are very short on time, can it/should it cost you the match? Just the physical delay caused in calling over the director and adjusting the clock properly is a real intrusion to the flow of the game, and I really don't see the connection between how an illegal move should cost you time on the clock.
I think we need to assume that everyone is honest and that illegal moves are accidents. If someone happens to consistently make "accidents" that are in their favor, these people probably also make other kinds of "accidental" mistakes that are of questionable sportsmanship, and these people should be dealt with apart from the standard rules at the discretion of the director. (The director may warn the player about his actions; he may appoint a monitor; or he may even penalize if warranted.)
