I use the Kleinmann count with EPC adjustments but also do a variance adjustment. The D^2/S numbers were based for low wastage positions. If one or both sides have high wastage positions there is less variance in number of turns to bearoff and that favors the race leader. So if one side has a high wastage position I add a pip to the difference and if both do I add two pips.

Since you want things to be algorithmic for the test you an try something like effective pipcount within 4 of 7n+1 counts as high wastage position.
