You are referring to lenny's post on transparency. While I can only guess as you did on what was meant since no explanation was given I took it as having a more rigorous set of standards in place for who we are voting for.

I am at a loss why it is necessary that the person voting needs to put their name in the #2 slot? I'm sure there are people who vote who are under no delusion that they shouldn't be that high and if you're trying to stamp out any self serving voting why not make it so you can't vote for yourself at all?
