Agreed, Phil. Tournament director should have some discretion. In essence every tournament director today is an independent contractor and should be allowed to make decisions as they see fit.
For instance, in a sideways sub-thread here I gave the example of Chen-fu Yu driving 400 miles to be told that he couldn't play in Advanced. Well, in fairness to the director, Chen-fu could have pre-registered and would have found out then that he would be expected to play in Open and could have then made his decision on whether or not to attend.
But what an objective system will provide the tournament director is an effective, objective justification for saying "shut up" or "simmer down now" or whatever to the other players, who when they find out that Chen, or Ben, or Dave, or Scott are allowed to play in Advanced, accuse those players of being sandbaggers.
