All I am saying is that rather than rank players individually and numerically we place them into ranges of skill

Phil, don't we need to still assign every individual player a certain numeric rating, but then possibly specify that the rating is accurate within a certain epsilon and thus all we can say is to what "class" any given player belongs? How are you going to do it otherwise?
