The rules are different for many such games. The U.S. Chess Federation rules differ slightly from FIDE rules. The rules of go in Japan are slightly different from those elsewhere. Scrabble uses different dictionaries in the U.S. and the U.K.
I do agree that having multiple rulesets is confusing, and all other things being equal, why not have a single ruleset? However, the process of changing rulesets comes with a cost, and the question is whether the benefit is worth the cost.
Having seen how you love to tinker with rules, I am not surprised that you perceive very little cost to changing rules, but as this thread has illustrated, the costs are there in the form of resistance to change. If the case of backgammon is not convincing to you, try going to Japan and telling them to get rid of their version of go.
