I think the one most important thing the federation could do is to establish a national rating system. It really does make a huge difference in chess and it provides a motivating factor to continue plugging away in a tournament even when cash prizes are out of reach. As in chess, for a tournament to be rated all the players must be a member of the federation. This in no way would prohibit anyone from organizing a non-rated tournament with no connection to the federation but if players start taking ratings seriously then organizers would be motivated to make their tournaments rated, which would require them to pay a small rating fee to the federation.
Or maybe I'm way off base and only cash prizes matter.
