Establish a ratings system for all levels (as chess has).
The rating systems at most online servers are already similar, either using the "FIBS formula" exactly or a variation of it.
So are the ratings systems used in Denmark, Norway and Sweden, by BIBA, and the KG list.
Both live and online tournaments would then feed information to a common rating system
Which would mean that all the participating online sites would have to verify the identify of all their users. And they and all the participating live gammon organizations would have to use their own time and money to forward results to some other organization that somebody would have to be responsible for and paid to run. Ain't gonna happen.
It would also allow better assignment to "levels" in many tournament formats.
Is this even a problem? The occasional unknown master from Outerobia may show up at a live tournament and get a free pass to the intermediate division. Once. But tournament directors do talk to each other, and do have access to the various national ratings list, and to some of the online rating lists.
A last comment: for reasons stemming from the fact that online games are played by people at home completely unmonitorered, a backgammon rating list that routinely included online play would have no credibility with me.
