ALL matches between two members are rated

Kenny, you do mean all such matches in all events at tournaments that are official DBgF tournaments or sponsored in cooperation with DBgF or approved by DBgF? Not "all" matches? (And not online matches, as you mentioned.)

(Used to be, two DBgF members could play private matches and have them rated on an "all match" list separate from the "tournament match" list. DBgF discontinued the "all match" list as of 2001.)

Are weekly cafe tournament matches between members rated now, or not? Or perhaps some of them only, on a case by case basis?
