Here is a perspective from an online only (at least for now) low level player on ratings and USBGA in general. I am not sure if others feel the same way, but I will throw my 2 cents in here.
For me I want to improve my game as much as I can, I don't necessary have any illusions of becoming a top player, but I would like to get to "pretty good" and keep going if possible. Of course one of the ways to measure improvement is error rates, but another -- and I think more motivating -- way to measure this is a rating system (I know people at the top probably could care less about this, but I think a lot of those of us below that do.) The problem right now is getting to a consistent rating, and if you play online every group/server/etc has a different rating. So I think something like the following would be a great booster at least for the online community:
Establish a ratings system for all levels (as chess has). As long as it is a reasonably fair and workable system the details would not matter much to me.
Promote the use of the ratings system for online play (as well as live), this would include getting some of the online groups -- for example Gammonzone -- to participate in the system. Not sure if "sanctioned" is the right way to go here, but there would have to be some controls.
Both live and online tournaments would then feed information to a common rating system, and this could be used both live and online for a wide range of events. It would also allow better assignment to "levels" in many tournament formats.
If such a system existed I think a lot of people like me would readily pay $20 per year (I would easily go to $50 if it was a solid system with lots of online play possibilities) to join the USBGA just to be able to participate in the ratings system.
