Good ideas, particularly the one about advertising to poker players.
Ray Fogerlund is currently leading an effort at a record-keeping/ranking/rating system which I suspect would be incorporated into the federation.
Regarding the cost of annual membership, this is an optimization problem which we probably don't have the time nor resources to do scientifically.
I expect at least initially all labor will be completely gratis. Eventually (as Phil mentioned) there might be enough need+resources to pay an administrator, but I suspect that has got to be a couple years (or more) down the road. OTOH, advertising won't likely be gratis....
By far the most important early goal is to get people on board, and the most important part of that is the support of membership. IMO the cost should be set low enough (even too low) to maximize membership. HOWEVER, having said that, I don't think 'free' is the way to go. Putting forth a few bucks is a sign of commitment. I think $20 is plenty high enough. (I was originally thinking more like $10, but two problems I have are being a cheapskate and living in the past, like remembering when you could actually get something worthwhile for $10.)
