My comments before I read other responses

Great idea. Phil, you da man! Unfortunate that you can't be on the board for many reasons, including your experience in writing bylaws (and rules). Personally I hope you will at least be a consultant for those processes.
I've read this twice. Overall (as opined above) I am strongly in favor and feel you have hit the high points, especially (IMO) the outreach to get new blood into the game.
There is one thing that I feel you have underplayed (although you do mention it) and that is the reaction by the current powers, the US (ABT) Directors (all of those people who hold weekend tournaments in the US under the loose association with the ABT).
For this to work, they must see the advantage (to them) of this federation. The bottom line (pun intended) is that they should see that this will improve their attendance. But in the meantime: We shouldn't force the rules on them. We shouldn't force the prize distribution nor the entry fee requirements nor the taxation of entry fees on them. We let our feelings be known on these subjects but they should be free to accept/reject. It is his/her/their tournament. I for one would like this sentiment to be part of the organization and I hope it will be part of the organization. Harmony between players and directors is absolutely necessary for the survival+prosperity of US tournament backgammon.
BTW, maybe what I have just said was already your feeling. I'm not saying that it wasn't but I did see some potential for conflict in what you wrote so I'm expressing my more detailed opinion on the subject.
