Stick, again, we appreciate your interest and consideration of the new rules. As I said with Ken, a huge amount of work went into the entire rule set and, specifically, into this very rule.

We don't allow dice to land on checkers, dice do land on checkers; so, already, people are "potentially touching and moving checkers around". And, if one repeatedly puts dice atop checkers as cocked rolls, he/she is likely touching and moving checkers around more frequently than the player with the occasional single valid roll upon checkers. You will correctly, likely, argue that it will happen more frequently with players now knowing the rolls are valid; however, I think that consideration is at best, or worst, depending on your perspective, a wash.

I played a fifteen point match last night with the new rules. I had exactly one occurrence of a die on a checker, my opponent had two. It was inconsequential. We were playing with dimpled checkers, no problem.

Other federations have addressed the time disadvantage of rolling in one's home board in a clocked match in varying ways. Some allow the resetting of the time delay with cocked rolls. This typically requires at least two clock actions in addition to the removal of the dice from the checkers. This may occur multiple times within a single roll. We thought this 'messier' and more prone to consequent problems than simply allowing flat dice on checkers to be valid.
