USBGF Rules - We need worldwide consistency

In Response To: USBGF Rules - We need worldwide consistency (Ken Larsen)

A reasonable process would be to call these rules "proposed", allow them to be used in tournaments, to collect the feedback, on the basis of the feedback make any required changes, and then put them to a vote.
