As I understand it, USBGF elo ratings are only assigned to USBGF members, so that's one negative about that. In viewing the USBGF elo leaders, I see that the current Novice leader has an elo rating that would place her 5th among the Open division people. I see that as an indictment against elo, because elo is derived from the elo's of your competition, and if your competition is all novice people, it gets inflated.

My recommendation is to use average ABT points per tournament. One downside is that side events are not assigned ABT points. Net cash won per tournament entered might be better.

Win-loss records would be useful, but only if weighted by the division that the person played in.

All of these schemes are worthy of consideration. I assert that to do nothing breeds more sandbagging, and sandbagging will drive away novices and intermediates.
