Here is another flaw of PR:

Suppose we have two players who are extremely strong except they have one big flaw to their game. Player A is terrible at the first couple moves of a game and player B is terrible at bearoff plays and cubes. Overall their PRs are equal. Player A should have more tourney success since player A's errors come on a 1 cube while player B's errors often come on 2 or higher cubes. But that effect is ignored due to normalization stuff.
