Not reminding your opponent to press the clock

While I'm only a non clocked intermediate player, I've seen the scenario below many times.
Player One picks up their dice and Player Two waits maybe a millisecond or two,
then gestures to the clock with either a finger wiggle or a nod.

It boggles my mind that there are people who wouldn't do that.
My point is, I haven't seen it happen yet.
