Not reminding your opponent to press the clock

Phil once said that if an opponent fast rolls him, he will give that player 1 warning,and, the next time, invoke the rule regarding fast play.
I don't usually play backgammon with a clock.Nonetheless, if I'm playing with a clock, isn't it my responsibility to hit it? So, why not give the player 1 courtesy warning that he's not hitting the clock, and, then it's on the player.
