Like Jason Lee said, it depends on the game. I also play other games, e.g. Go. I never would point out to my opponent that s/he is low on time in a game of Go. In all the hundredth of Go tournament games I played, I never lost nor won on time. Go players are used to the concept of clocked matches.

In backgammon it is a different story. We just try to convince people of the benefits of clocks. And many experienced tournamet players are still not really used to clocks. In backgammon, I remember at least one occasion where I pointed out to my opponent that he was low on time. Again, I never won, nor lost on time.
