Lipped cups have priority over non-lipped cups, Sam, same as always.

That's fine if you don't see the sentence as giving priority to baffle boxes over dice cups, that is, over not using a baffle box. But in the case, the sentence, with regard to baffle boxes and dice tubes having "priority," seems senseless to me. Ask: priority over what? (non-baffled boxes?) I think the answer is: the rule needs rewriting.
