The answer, surely, is that 'lipped dice cups' receive priority over unlipped ones.

The whole line about the relative priority of the various pieces of equipment is certainly rather unclear. I am further disappointed that there is no differentiation (in priority) between transparent and opaque precision dice. In terms of transparency (or lack of) in the randomising process I don't feel there could be a clearer example.

Strictly speaking, lipped (or unlipped) cups and dice tubes are not neccessarily mutually exclusive. If the dice tube is used in the standard way, then clearly they are, but one or both ends of the tube can be removed, and the dice dropped into them. In this case, cups could potentially be used as well.
