What is the best (fairest and most efficient) way to tie-break 4 player round robins?

Sonneborn Berger. It is used often in mindsport tournaments, so it would be the tournament officials who calculate it. In the link there is a description: https://en.wikipedia.org/wiki/Sonneborn-Berger_score (I guess written from a chess angle).

If this option is not available, I'd go with the Head to Head result. After that, I'd draw lots, or as a second option use information about who first completed all the matches. If you don't want to use that you can use match scores, but that is really artificial.
