I think there is a perfect tiebreaker - playing for it!

If that does not resolve matters, then you can look at other criteria. I don't like the scoring difference much, because it would affect strategy a bit (especially towards the season's end). But I agree with you that it is not a terrible way to break the tie.

If the participants are happy with it - keep it!
