What is the best (fairest and most efficient) way to tie-break 4 player round robins?

There may be a simple way to resolve the situation. If say, two players are tied for the promotion place, no player has won the right to promotion outright: so promote neither. The player due to be relegated into that division would be reprieved, therefore. The reverse should not apply. If two are tied for the relegation place, one would still be relegated provided, of course, that there was an outright promotion winner to replace them.

This has to be preferable to allowing margin of victory considerations to damage the purity of the contests. I think many in this forum might actually prefer a random tie breaker to using score difference, for the reason just stated. And at least there is no pretence that one or the other has somehow done better. Could such a resolution (sortition) be satisfactorily conducted without the two protagonists meeting up? I guess so. For, if they do meet up for it, they should play a match instead! (And any length is better than a 0 point match.)
