What is the best (fairest and most efficient) way to tie-break 4 player round robins?

The most critical point of all so called "post-Crawford" games is irresponsibility of trailer's doubling cube. Trailer is absolutely free for his decision of doubling cube and what's more have NOTHING to PAY for that.

There is only one game feature of backgammon, which 100% depends of knowledge, technical skills and experience of the player: DOUBLING CUBE.

But... Crawford Rule is prohibited the using of the cube (with explanation - because of leader side advantage). Players have forgotten (or may be never knew!) about Holland Rule, that's why the trailers can use the doubling cube after first roll like a huge weapon against leaders in the matches without any payment for their irresponsible decision.

It is difficult to imagine that there is another criteria that will be more suitable in such cases instead of money.
