What is the best (fairest and most efficient) way to tie-break 4 player round robins?

Assuming all the players have established Elo Ratings, a reasonable tie-break might be to consider the average rating of opponents played on the basis that the tougher the opponents played the more difficult it was to obtain x wins. Because all players play each other this means that the player with the lower Elo has the advantage in the tie-breaker.

If one of the players doesn't have a reliable Elo-rating yet, it could be estimated from the win rate of x/3 and average rating of the opponents played, using the elo formula to calculate likely elo difference for the length of match.

Although it seems counterintuitive, I think lowest or inferior Elo rating would make a reasonable tie-breaker.
