3) Three consecutive passes are necessary and sufficient to end the auction.
Necessary, yes (but see technicality below); sufficient - no. The single case where it is not sufficient is if the first three calls of the auction are all passes. The fourth player (who hasn't had a turn yet) still must speak. If the fourth call is also a pass then the hand is over ('thrown in') and a new one dealt (in non-duplicate) or simply scored 0-0 in duplicate.
The only auction where three passes aren't needed to end the auction is in the (extremely rare) case where 7NT, redoubled has been reached. Any call but pass is illegal from that point on.
