A variant of the two rules would be to roll for it.

The two rules are sufficient to define how to play, but insufficient to maximize satisfying player preferences. Two rules but more scenarios, leaving aside the trivial ones of both players getting what they want:

1. Both players wish to play LM but must play NLM.

2. Both players wish to play NLM but must play LM.

3. Players split, so must play NLM.

4. Players split, so must play LM.

For example, if you simply say players may condone, then that covers both #1 and #3, which have a very different fact pattern.

There's a big difference in saying "You agree but are not allowed the choice you both want." and "You disagree, so the default will be ____".
