The draconian nature of NLM

Good point, Phil. We don't hear this discussed often enough in the debate over NLM. The punishment for an innocent mistake is often way more than the crime. Witness what Roberto suffered in Connecticut.

This is a major flaw in the NLM rule. A better NLM rule would fit the punishment to the crime.
