How the hell is this even a discussion?????

We may get lost in a discussion of semantics here if we are not careful.

In basketball, for instance, it is against the rules to hit a player's arm when he is in the act of shooting. If the ref calls a foul, then a penalty will be enforced. Does the fact that one rule provides a penalty when another rule has been violated mean that no rule was ever violated in the first place?

Like I said, we may be arguing semantics.
